There is no official figure regarding the number of stray dogs in India. However, data is available regarding incidents of dog bites. Since rabies injections are administered after dog bites, it can be reasonably estimated that the available data is fairly close to the actual situation.
In the year 2023, approximately 3.04 million dog bite cases were recorded in the country. In 2024, the Central Government informed Parliament that around 3.7 million dog bite cases had been reported. According to the government report from January 1 to July 31, 2025, nearly 2.67 million dog bite cases were registered. This number represents only about seven months of data, which suggests that the total number of cases for the entire year 2025 is likely to exceed previous years.
Recently, the Supreme Court expressed concern over the increasing incidents of stray dog attacks and issued certain guidelines. However, the biggest question remains: how can these incidents be controlled? Should millions of stray dogs be killed? Such an inhumane act would not be acceptable in a civilized society.

You and I, in India, are troubled by stray dogs to such an extent that almost everyone has a painful story related to dogs. Attacks on pedestrians—especially children and women—are frequently reported, and some have even proved fatal. Without turning this into a controversial issue, let us try to understand how to protect ourselves from dogs and what should be done in case of an attack.
It is important to understand the correct methods of treatment if bitten on the feet, hands, neck, or head.
In the Indian subcontinent, the tradition of keeping companion animals such as dogs, cats, cows, buffaloes, goats, fish, turtles, squirrels, and birds has continued for generations. Besides these, dairy animals are not only protected but also form a strong pillar of the Indian economy. However, even minor scratches from the claws or bites from the teeth of domestic canine animals like dogs and cats can create serious complications, potentially leading to rabies—a viral disease that can be fatal.
Why Do These Animals Bite?
It is generally believed that animals do not attack humans unless they are provoked. Whether they are resting, eating, or defending themselves, animals typically attack only when they feel threatened.
Stray dogs and cats roam the streets in search of food. If they sense that a person may pose a threat to their food, mating activity, rest, or safety, they may attack in self-defense. Animals suffering from rabies tend to bite nearby animals, humans, and children habitually.
Therefore, while walking, we should carefully observe the body language and behavior of nearby dogs. If their behavior appears abnormal, we should not only stay away but also inform the concerned authorities so that the potentially rabid dog can be identified, treated, and removed from public areas.

What Are the Preventive Measures?
Dogs usually avoid people traveling in vehicles, but sometimes, due to excitement or aggression, they may attack. Pedestrians should carry items such as an umbrella, stick, cane, or even a water bottle. Displaying these objects as a deterrent can help protect yourself and boost your confidence.
Children should preferably be accompanied by parents when walking on the street. If alone, they may carry a stick to deter packs of dogs. Even tapping a stick on the ground can make dogs retreat. Simply picking up a stone and pretending to throw it can also scare them away.
What Should Be Done in Case of Scratches or Bites?
If scratched or bitten by any animal, proper treatment is essential. First and foremost, the wound should be washed thoroughly with soap and water multiple times. This helps prevent saliva, bacteria, viruses, or pathogens from entering the bloodstream.
This is the first and most important step and should be done immediately before seeking medical attention. The wound should not be tightly bandaged or stitched and should be kept open.

What Should Be Done During a Dog Attack?
